Dan Pacholik

Founder and CEO

Dan graduated from the University of Saskatchewan in 1977 with a M.Sc. in Mechanical Engineering and immediately went to work for the telecommunications industry and has spent his entire working career in telecommunications software and IT development. 

After nearly 20 years with SaskTel, Dan led a team to develop GPS based fleet tracking systems and completed a reverse take over of a TSX listing to become a publicly listed company.  Dan, as a Director and Officer, led the acquisition of low earth orbiting satellites to deliver proprietary coverage in under served cellular markets. As services were being deployed in USA and Mexico, Dan resigned and undertook a challenge to globally deploy Cell Broadcast technologies, which remains an on-going effort for Dan. Today, Cell Broadcast services have been deployed in nearly 20 countries globally under various brand names; but this leaves nearly 6 billion humans without adequate public warning, so Dan and the team’s efforts continue.

Dan is the founder and CEO of CellCast IT and is actively working on delivering Generation 2.0 of Cell Broadcast technologies which he and other team members started back in 1995 to deliver Emergency messages to mobile devices, something we commonly refer to today as Amber Alerts.

Mark Wood

Technology Secretariat

Mark Wood, MSc, Cell Broadcast expert, serves as Chief Technology Advisor and Secretary General, Cellular Emergency Alert Services International Association of information societies, CEASa.

Since 1997, Mark has served the UN Working Group on Emergency Telecommunications (WGET) as “Rapporteur‟ on the use of Cell Broadcasting for the purpose of warning and alerting the public.

Elysa Jones

Global Standards Secretariat

Elysa Jones is an internationally recognized expert in Emergency Interoperability Communications via Data Messaging.

Elysa is an Emergency Communication Expert for the International Telecom Union (ITU), Chief Technology Officer and Advisor for various Companies, Organizations and Countries providing guidance on the development of systems that utilize data messaging standards. 

Douglas Weiser

It is safe to say that without the determination and relentless “never quit” attitude and fortitude of Mr. Weiser Cell Broadcast may not have ever been utilized by nearly 20 Nations today for public warning services.  The obstacles and hurdles thrown in front of the development of Cell Broadcast for public warning would have forced most humans to call it a day many years ago; but not Bud.

This journey began in 1994 with the death of a family member of one of the early contributors to his not for profit, which had just been formed, due to a tornado in the US mid-west. The story is that of documentaries at the very least.  Mr. Weiser is today in the role of Acting - Secretariat General of One World Mobile Alliance to ensure his vision to ensure everyone on the planet can receive an Alert when they are in harms way, not just 19 wealthy nations.
